Although this is not the first time this option has been mentioned, there are still mixed opinions because it will not be in accordance with the provisions of the current legal system.

Therefore, in order to realize this proposal, it is necessary to change from the regulations of the State management agencies.

In the outline of the Law on Housing (amended) being submitted by the Ministry of Construction for appraisal and consultation, there is a proposal for a limited-term ownership apartment according to the useful life of the work.

In this direction, the certificate issued to customers who buy apartments will have a term of 50-70 years instead of being owned and used for a long time as at present.

Some experts believe that, in the long term, this is a reasonable option and has been deployed in many countries. However, it is necessary to have a plan to harmonize and be reasonable, to protect the interests of the parties, especially the people.

At the same time, it does not affect the development of the apartment segment as well as the current expansion of large urban areas.

Over the past 20 years, the apartment culture has gradually been accepted and adapted by people in the context of an increasing number of people migrating to big cities to live, study and work.

To meet the housing needs of urban residents, high-rise apartment buildings appeared and were considered as a solution to increase the efficiency of land use in big cities.

When receiving information about the proposal of the Ministry of Construction, Ms. Duong Thuy Lien, a resident of an apartment complex in Hoang Mai district, said that psychologically, when buying an apartment, everyone is used to being granted a license. pink book" long-term ownership. It has been difficult to change the mindset from a ground-floor house to an apartment building, taking decades.

But now, the apartment is not granted a "pink book" for a long time, so people will rush to sell apartments and move down to buy land to build houses.

It is also the mentality of the majority of Vietnamese people who want to sustainably own property, which is passed on from generation to generation. In general, everyone wants to own a long-term, stable real estate that is for the next generation, Ms. Lien shared.
